Hello, I’m Pam McDonald. For more than twenty years I have worked either as a law enforcement officer or in the service of law enforcement officers. After working for years as a patrol officer, then felony investigator, in a medium-sized agency, I went to law school. After that, I served as a judicial law clerk and then felony prosecutor for many years. I attended a great deal of police legal training and studied the subject extensively. I taught police legal issues at the college level for six years, while also providing specialized police training, particularly in constitutional law and criminal investigative procedure. I now work with Thomas & Means as its Publications Director.

I was drawn to work with this firm because I am committed to providing professional and effective training for law enforcement, and I found a similar commitment at Thomas & Means. I was familiar with its national reputation for providing the highest quality police training, and I had attended Randy Means’ training and used his book, The Law of Policing. His training is the best; his book is the best.

This year, Mr. Means will begin publishing “The Thomas & Means Newsletter,” a monthly electronic bulletin on police law, risk management and liability prevention.

If you would like to discuss our E-Bulletin service, or any of our other publications, please contact me at by email at email or by phone at (864) 990-4886. I’d be glad to talk with you.
