Sheriff’s Attorney for Mecklenburg County, NC and partner in the law firm of Thomas and Means. Mr. Thomas has 31 years of experience representing law enforcement. He has years of direct involvement in sensitive personnel issues, is experienced in claims evaluation and litigation management, and has served as an expert witness for departments in lawsuits. He is a lecturer and consultant for law enforcement academies, agencies, and organizations nationwide, and was co-founder and editor of the Police Law Journal. He has provided instruction for the Southern Police Institute; IACP; IPTM; the Administrative Officers Management Program at North Carolina State University; and hundreds of departments, colleges, and academies. Counsel to ASLET, he has been involved in the development and implementation of law enforcement physical performance standards for over twenty years, and he has provided instruction and consultation for the Cooper Institute for Aerobics Research.
