Randolph MeansRandolph B. Means

Partner in the law firm of Thomas and Means, and co-founder of the Southeastern Center for Police Law, he served as Police Attorney for the City of Charlotte, North Carolina, from 1982 to 1990.  He was formerly Chairman of the Legal Department at North Carolina's State Law Enforcement Training Center and  Coordinator of Legal Training for the North Carolina State Bureau of Investigation.  He has been a  featured speaker at National Conferences of PRIMA, STRIMA, IPMA, IACP, FBINAA, National Academy of Corrections, and the National Conference of State Personnel Executives.  He is currently retained by a variety of law enforcement agencies and associations. His Juris Doctor Degree is from the University of North Carolina School of Law.  His work has been discussed on 60 Minutes and featured on Law Enforcement Television Network
