About Us Robert F. Thomas, Jr. and Randolph B. Means are partners in the law firm of Thomas and Means, LLP. Mr. Thomas is also Sheriffs Attorney for the Mecklenburg County, NC, Sheriffs Office. Prior to 1995, Mr. Thomas and Mr. Means provided the same kinds of products and services, operating as the Southeastern Center for Police Law and Liability Management.
