Robert F. Thomas, Jr. and Randolph B. Means are partners in the law firm of Thomas and Means, LLP. Mr. Thomas is also Sheriff’s Attorney for the Mecklenburg County, NC, Sheriff’s Office. They are responsible for the firm’s law enforcement training, products and publications. Prior to 1995, Mr. Thomas and Mr. Means provided the same kinds of products and services, operating as the Southeastern Center for Police Law and Liability Management. Headquartered in the Charlotte, North Carolina area, they serve their clients by providing legal and practical seminars nationwide, publications and training videotapes, computerized training, policy manual review and development, expert witness services, risk management assessment and consulting. They are the editors of the nationally distributed "Police Law Journal" and, between them, have 35 years of in-house law enforcement experience.

Mr. Thomas and Mr. Means have been regular instructors for the International Association of Chiefs of Police, the Institute of Police Technology and Management, the Southern Police Institute, the Law Enforcement Television Network, dozens of law enforcement associations, and hundreds of law enforcement agencies, academies and colleges.
